How work is ordered

Agencies issue task orders under fair opportunity to the closed pool of VETS 2 holders across four functional areas. Because the pool is small relative to demand, response rates per order are typically lower than open vehicles.

Getting on the vehicle

The pool closed after initial award; GSA has not run recurring on-ramp cycles on the same cadence as newer GWACs, so the practical path in is winning a recompete when the contract nears expiration or holding SDVOSB status ready for the next award cycle.

Winning task orders

Because the holder pool is fixed and small, relationship-building with agency IT program offices pays off disproportionately — a known VETS 2 holder with the right past performance is often one of only a handful of credible respondents to a given task order.
