Set-Aside

A solicitation reserved for a category of small businesses.

Definition

A set-aside restricts competition to qualifying firms — small business, 8(a), HUBZone, SDVOSB, or WOSB — under FAR Part 19 rules.

Why it matters

Set-asides remove large incumbents from the field, dramatically improving win probability for certified firms.

Example

A total SDVOSB set-aside for grounds maintenance at a VA medical center.
