Compliance Matrix
A table mapping every solicitation requirement to a proposal location.
Definition
A compliance matrix decomposes Sections L and M, the SOW, and all attachments into individually numbered requirements and records where each is addressed in the response.
Why it matters
Most losses are compliance failures, not writing failures — the matrix is the single highest-leverage artifact in a bid.
Example
Requirement C.3.2.1 maps to Volume II, Section 3.2, page 14.
