A formal solicitation asking vendors to propose a solution and price.
Definition
A Request for Proposal is a competitive solicitation in which a buying agency describes a requirement and invites vendors to submit technical and price proposals. Unlike a bid, an RFP allows the agency to weigh factors other than price — technical approach, past performance, management plan — through a published evaluation scheme.
Why it matters
RFPs are where most contract dollars are won or lost. Because award is based on best value rather than low price, the quality and compliance of your written response directly determines your score.
