Statement of Objectives (SOO)
A short document stating goals and letting vendors propose the work statement.
Definition
A SOO states the agency's high-level objectives and asks offerors to write their own PWS in response. It is the most open of the three work-statement forms.
Why it matters
SOO acquisitions reward bidders who understand the mission — you are literally drafting the scope you will be measured against.

A two-page SOO for base modernization asks offerors to propose phasing and metrics.
