How to Build a Compliance Matrix That Wins

  1. Step 1

    Shred the solicitation

    Extract every sentence containing shall, must, will, or should from Sections C, L, and M and all attachments. Number each one with its source paragraph so an evaluator can trace it.

    Classify each requirement

    Tag each row as instruction, evaluation criterion, or technical requirement. Instructions govern format, criteria govern score, technical requirements govern content — they need different owners.

  3. Step 3

    Map to structure and owners
